Yes, these components might be mid-range but its enough for a starter SD build on a budget that can generate 512x512 images in about 3 seconds. With the Ryzen 5 3600 might give you some microstutters in games but it’s enough for a budget build. You can upgrade later since the motherboard is compatible with newer versions.
With the GPU its better to get it used since its much cheaper and you can get a better deal. Beware of cards that have been used for mining, they might have been used for a long time at high temps, but its not an issue since you can undervolt and underclock it to make it last longer.
Everything else can be bought used EXCEPT the PSU, you don’t want to cheap out on the PSU since it can fry your components if it fails.
